In the 1980s, Namibia's wildlife was in catastrophic decline. Today, it has one of the fastest-growing wildlife populations on the continent. This reversal was achieved not through exclusion or enforcement, but through a radical idea: give communities ownership of the wildlife on their land, and they will protect it.
